    Police believe a new video shows violent pornographer Raymond ‘R.C.’ Horsch killing a woman on camera, sources say

    Philadelphia police have recovered video footage that they believe shows the late pornographer Raymond “R.C.” Horsch killing a woman on camera, law enforcement sources said.

    The footage, discovered on a hard drive inside Horsch’s house in Olney, appeared to show him strangling the woman at his home, said the sources, who spoke on the condition of anonymity to discuss an ongoing investigation.

    Police have not disclosed the woman’s identity, but have notified a relative, the sources said. It was not immediately clear when the footage was taken, and the sources said police have not found her body.

    Deputy Police Commissioner Frank Vanore declined to comment Friday. The department has said it is working with forensic experts to discern the authenticity of the materials on the 50 hard drives found in the house, a process that could take months.

    How a pornographer’s violent art complicates Philly’s missing women mystery

    The discovery is the most significant breakthrough yet in the sprawling investigation, and means that at least five missing women are now linked to the Chew Avenue property where Horsch lived for decades with his son, Eugene.

    Police have digital evidence that they believe indicates at least three of those women are dead, according to the sources. Earlier this month, police said they recovered images that showed two women who had been reported missing were inside the home and were later photographed dead there. The new footage adds a third victim.

    Sources said police expect the number of missing women connected to the home to grow as investigators sort through the hundreds of thousands of videos, photos, and pages of writings recovered on the hard drives at Horsch’s house.

    The development also means police may have to confront the possibility that the property and hard drives hold evidence of killings that went undetected for years — and at the hands of a man who spoke and wrote publicly about his fantasies of killing women for decades with little scrutiny.

    Police have not found any human remains in the house.

    Horsch died in May 2025, at the age of 82, from lung issues.

    Horsch built a career luring women in addiction in Kensington to his home with drugs and cash. He photographed and featured them in pornographic films that often depicted graphic violence — including hangings, stranglings, and drownings. He adopted the persona of an “empathetic” serial killer who murdered addicts to end their pain, and he claimed his writings were autobiographical, yet laced with threads of fiction that often left his audience wondering what was real.

    Two weeks ago, police said they had recovered “dark and graphic” images on the hard drives that indicated Maribel Fresses, missing since 2018 at the age of 27, and Gabrielle Amarando, who was 22 when she was reported missing in 2012, were dead.

    Police said they had not recovered footage of the women being killed, but instead had images of both women alive inside the house — and then dead. Officials have not determined what happened to their bodies.

    But sources say police have since discovered additional footage that is far more disturbing.

    The investigation began this summer after a chance encounter near Independence Hall.

    On June 19, police said, a U.S. park ranger came upon Eugene Horsch near Sixth and Market Streets acting suspiciously inside his black BMW. When officers searched the car, they found drugs, two illegal guns, a cattle prod, and a fake drug enforcement badge. What’s more, the woman who was with him presented a license in the name of Blair Tonzelli, who had been reported missing in 2023.

    Documents show that police interviewed people connected to Eugene Horsch who said he had bragged about knowing how to mix chemicals that could melt human remains and make a body so small “it could be flushed down a toilet.”

    Records show that Tonzelli was reportedly last seen at the Horsch house in 2022, and Raymond Horsch posted at least one nude photograph of her — with a black eye and bloody lip — on his website. Her friends reported her missing in February 2023.

    Raymond Horsch’s ex-wife, Amy McHale, who went missing in 2016, was also last seen at the Chew Avenue house. Investigators have since renewed the inquiry into her disappearance.

    Local and federal law enforcement searched the Horsch home in the weeks that followed the car stop and said they found an “astonishing” amount of evidence: five urns of cremated remains, more than 20 containers full of unknown chemicals and oily substances, and 50 hard drives and other electronic devices holding more than 600,000 images, 70,000 videos, and 10,000 pages of writings and drawings.

    Police also found additional guns and drugs. And in the weeks that followed, investigators excavated the yard of the Chew Avenue home and recovered a piece of a pipe for additional forensic testing.

    Police continue to investigate the whereabouts of Tonzelli and McHale.

    Eugene Horsch, 44, remains in federal custody, charged with illegal gun possession. Police have declined to say whether they believe he played a role in his father’s business. He has not been charged with any crimes connected to the women’s deaths or disappearances.

    His attorney has declined to comment.

    ICE’s policy to detain nearly all undocumented immigrants is unlawful, a Philly-based federal appeals court ruled

    U.S. Immigration and Customs Enforcement’s controversial policy mandating detention for nearly all undocumented immigrants is unlawful, a split Philadelphia-based federal appeals court ruled Friday.

    In a 2-1 ruling, the U.S. Court of Appeals for the Third Circuit held that ICE violated the federal immigration law and the Fifth Amendment of the U.S. Constitution by holding undocumented immigrants who have been in the country for years in detention without a hearing. The policy, enacted last summer, has been a key part of efforts by President Donald Trump’s administration efforts to ramp up deportations across the country.

    The ruling will take immediate effect in Delaware, New Jersey, Pennsylvania, and the U.S. Virgin Islands.

    Undocumented immigrants who have lived in the United States for decades “are entitled to due process rights beyond those provided to noncitizens at the border,” Circuit Judge Patty Shwartz wrote in the majority opinion.

    The government has a legitimate interest in keeping dangerous noncitizens in custody, the judge said, but a “neutral decisionmaker” should make that assessment on a case-by-case basis — rather than a practice of detaining all undocumented immigrants indefinitely.

    Circuit Judge Theodore A. McKee, who was appointed by Bill Clinton, joined the opinion written by Schwartz, who was appointed by Barack Obama.

    In a dissent, Circuit Judge Jennifer L. Mascott said the ruling was inconsistent with federal immigration law.

    “A bond hearing focused on flight risk and dangerousness would generate irrelevant facts, not material to individual determinations,” wrote Mascott, who was appointed by Trump.

    The Justice Department disagrees with the ruling and believes its position will “ultimately be vindicated,” a spokesperson said in a statement.

    “This is a huge win for due process,” said Rachel Rutter, a lawyer and executive director of Project Libertad, a Phoenixville-based nonprofit that provides free legal and social services for migrant youths facing deportation. “The Third Circuit has joined a chorus of other circuit courts striking down the Trump administration’s inhumane practice of mandatory detention of people who have spent years building lives in the U.S.”

    The decision “reaffirms decades of case law stating that these people have the right to challenge their detention through a bond hearing,” Rutter said.

    Nine other circuit courts have issued rulings on mandatory detention, and seven found the policy unlawful. The Justice Department petitioned the Supreme Court in June, asking the high court to resolve a split it said was “disrupting the orderly administration of immigration law.”

    The mandatory detention policy was rolled out by the Trump administration last year, and has led to an avalanche of lawsuits by immigrants who challenged their incarceration and demanded a bond hearing.

    These requests, known as habeas corpus petitions, were rare not long ago, but since the policy change, they’ve dominated the docket in Philadelphia’s federal courthouse. More than 1,100 such petitions have been filed since September. Between 2020 and 2024, by contrast, only 11 such suits were filed.

    Philadelphia’s federal judges have granted these requests at near-universal rates, often chastising ICE for continuing the practice despite the overwhelming judicial pushback.

    The Third Circuit case involved two undocumented immigrants who have been in the United States for over a decade and were picked up by ICE after the mandatory detention policy took effect. Neither has a criminal history. Federal judges in Philadelphia ordered their release, finding their detention was unlawful.

    Christopher Casazza, a Philadelphia-based immigration lawyer who represented one of the immigrants at the center of the case, called the court’s decision a “great ruling that will help thousands of people.”

    The benefit for immigrants, he said, would come primarily in two forms: Anyone still being detained in the region after being arrested under the Trump administration policy can now apply for a bond hearing. And going forward, anyone who is arrested will be able to ask an immigration judge for bond.

    That doesn’t guarantee release, Casazza said, but it provides people the opportunity to make a case to an immigration judge, as had been the practice before the new policy took effect after Trump began his second term.

    “We’re going back to the rule of law that’s been the case for 30 years,” he said.

    Reed E. Pyeritz, pioneering medical geneticist and Penn professor emeritus, has died at 78

    Reed E. Pyeritz, 78, of Radnor, pioneering medical geneticist, cofounder of the Marfan Foundation and the American College of Medical Genetics and Genomics, professor emeritus of medicine and genetics at the University of Pennsylvania, author, mentor, veteran, and nationally ranked masters triathlete, died Monday, Aug. 10, of interstitial lung disease at Bryn Mawr Hospital.

    Dr. Pyeritz was a trailblazing expert on the diagnosis and treatment of Marfan syndrome and other inherited cardiovascular disorders. His 44 years of research and clinical work, from 1978 to 2022, advanced the understanding and management of the diseases, and extended the life expectancy of Marfan patients by 30 years.

    “So many of us in the community owe Reed so much,” Bert Medina, board chair of the Marfan Foundation, said in a tribute. “His legacy lives on in all of us, thanks to his dedication.”

    In an online tribute, a relative of former patients said: “Without this amazing doctor, I wouldn’t have my sister or dad. He changed the world for Marfan patients and their families.”

    Dr. Pyeritz joined the faculty at Penn in 2001 and spent more than 20 years treating patients, teaching students, doing landmark studies on the value and social implications of genetic testing, and championing patient-centered care. He was codirector of Penn’s research center on hereditary hemorrhagic telangiectasia, onetime chair of the faculty senate, and a fellow at the College of Physicians of Philadelphia and other medical associations.

    His “vision and scholarship fundamentally transformed the care of patients,” Nimesh D. Desai, director of the Penn Aorta Center, said on X.

    Before Penn, Dr. Pyeritz spent nine years in Pittsburgh with what is now the Allegheny Health Network and 17 years at the Johns Hopkins University School of Medicine in Baltimore. In 1991, his team at Hopkins discovered that mutations in the FBN1 gene cause Marfan syndrome and followed up with new regimens to treat it.

    He cofounded the Marfan Foundation in 1981 and the American College of Medical Genetics and Genomics in 1991. “It became clear that folks with Marfan syndrome could benefit by an organization that allowed them to communicate [and] to stimulate other physicians to become involved,” he said in a 2018 video interview.

    Colleagues, friends, and former patients called him “a phenomenal physician,” “a guiding light,” and “an extraordinarily reassuring presence” in online tributes. In 2018, he said: “The most gratifying thing is the fact that folks [with Marfan syndrome] are living their normal life expectancy.”

    Dianna Milewicz, chair of the John Ritter Foundation advisory board, noted his “excellence in clinical care, teaching, and research” on Facebook. Michael L. Weamer, president and CEO of the Marfan Foundation, called him “a true hero” and said his “impact on our community is immeasurable.”

    Dr. Pyeritz edited medical reference books and wrote The Marfan Syndrome and Uncertain Precision: Managing Health Care with Personalized Technologies. More than 700 of his research studies, reviews, and book chapters were published.

    He served 13 years in the Army Reserve Medical Corps and earned lifetime achievement awards from the Marfan Foundation, the American College of Medical Genetics and Genomics, and other groups.

    On weekends, he did marathons and triathlons, and was part of a world record 100-man, 100-mile relay. His family said in a tribute: “He measured a successful life less by titles or awards than by what one gives, what one learns, whom one loves, and what one leaves behind in others.”

    Reed Edwin Pyeritz was born Nov. 2, 1947, in Pittsburgh. He was fascinated by science and space as a boy, and he built rockets in his backyard and performed scientific experiments in his bedroom.

    He earned a bachelor’s degree in chemistry at the University of Delaware in 1968, a master’s degree and doctorate in biological chemistry at Harvard University in 1972, and his medical degree at Harvard in 1975.

    He met Jane Tumpson in first grade, and they graduated together from Mount Lebanon High School near Pittsburgh in 1965. They reconnected on the tennis court a few years later, married in 1972, and had daughters Allyson and Abigail.

    Dr. Pyeritz and his wife honeymooned on Mount Kilimanjaro in Africa and traveled the world together for years. In April, the whole family went to Spain.

    He liked to wear bow ties, build stone walls, watch the news, and spend time outside with his dogs. He followed the Pittsburgh pro sports teams closely and enjoyed Manhattans and chocolate milkshakes.

    “I will miss it all,” he told colleagues at Cure HHT when he retired a few years ago. “But I am certainly looking forward to spending time with my two granddaughters, Tallulah and Penelope.”

    His daughters said: “Ever an adventurer, he instilled in us the importance of making the most of every day, watching the sunrise or sunset, and cherishing the time you have.”

    His wife said: “He loved without exception and reservation.”

    In addition to his wife, daughters, and granddaughters, Dr. Pyeritz is survived by son-in-law Keith Hopkins and other relatives. A brother died earlier.

    A celebration of his life is to be held later.

    City leaders gear up for the revival of the Philadelphia Cycling Classic this weekend

    City and business leaders on Friday were gearing up for the Philadelphia Cycling Classic’s comeback after a decade-long hiatus.

    The return of one of the most prestigious races in the United States has been years in the making, drawing some 200 riders — including Olympians, national champions, and emerging talents — from more than two dozen countries, to the City of Brotherly Love. It’s likely that come Sunday morning, spectators will line the 14.4-mile loop course from the Benjamin Franklin Parkway to Manayunk to witness the whooshing peloton and usher in what could become a renewed era of American professional road cycling.

    “When the story about cycling in Philadelphia and bringing this race back is told for future generations to come, I want you to know for the record that it’s a Philadelphia story” — one of grit, perseverance, passion, and community, Philadelphia Mayor Cherelle L. Parker said at a news conference outside City Hall where she was bestowed a commemorative No. 1 race jersey.

    Philadelphia Cycling Classic ’26 Course Guide

    During its run from 1985 to 2016, Philadelphia’s criterium reigned, known for its theaterlike scene and famed “Manayunk Wall“ with its 17% gradient. But in 2017, officials announced the race had run its course, citing increasing costs and decreasing sponsors, much to the chagrin of the city’s cycling community.

    “Bringing an iconic event back to one of the most iconic cities in the world,” — according to Michael Sharp, president of AmeriGas, the race’s presenting sponsor — is due to the enthusiasm of Old City salon owner Carlos Rogers, entrepreneur Eric Robbins, and former Philadelphia Mayor Michael A. Nutter.

    For Nutter, the classic is “the people’s race.”

    The Philadelphia Cycling Classic — with its famed Manayunk Wall — returns this weekend. Here’s everything you need to know.

    Officials stressed the equitability of the race, which is offering equal prize purses, $75,000, to the crowded men’s and women’s fields — a rarity in the sport, according to race director Robin Morton.

    Also, the race is free to watch from the sidelines and is one of the few professional sports where the athletes brush right up against fans and front doors. During the first iteration of what Philadelphians just call “the Bike Race,” that accessibility welcomed an all-day party.

    “The whole neighborhood turns up, it’s a giant block party,” competitor and Manayunk native Robin Carpenter said of his hometown. “You can kind of wander in and out of any house almost and be welcomed with open arms and a cup of beer.”

    Rider Kim Stoveld, a full-time nurse at Thomas Jefferson University Hospital, hopes Philly fans, naturally, get “a little rambunctious.”

    The classic nearly wraps up Philly’s generational summer, from being the epicenter of the United States’ 250th birthday celebrations, to the World Cup, and the MLB All-Star Game.

    “Philadelphia proves, time and time again, that we know how to do great things and we know how to do big things,” Parker said. “Now you’ll get a chance to see what Philadelphia does with this iconic international bike race.

    “And we’re so excited to be doing it again.”

    Fairmount Park has become a favored target of illegal tire dumpers with U-Hauls

    Michael Glatfelter routinely encounters giant piles of tires as he spins through Fairmount Park on his daily bike rides.

    Glatfelter, 74, started spying the illegal dumps in secluded areas two years ago. Now he says he encounters them at least once a month and is disgusted by their persistence — even as the city clears the piles within days.

    “There has to be a way of catching these people,” he said.

    Philadelphia officials say they are also frustrated by the tire whack-a-mole and are strategizing to prevent it. They say there have been at least 40 large-scale illegal dumping incidents on parkland citywide just this year. More than one-third involved tires, with dumpers frequently bringing them in via rented U-Haul trucks.

    On Tuesday, crews from Philadelphia Parks and Recreation cleared 800 tires from Fairmount Park brought in by someone driving a U-Haul. The truck and tires were abandoned near Centennial Arboretum off Avenue of the Republic.

    “This is part of a broader trend,” said Ra’Chelle Rogers, a spokesperson for parks and recreation.

    If caught, the dumper faces millions in fines.

    For his part, Glatfelter doesn’t blame officials. He posted a video to his Facebook page earlier this month of construction trucks cleaning up a massive pile of tires, with a caption describing how sick he was of living in a dirty city.

    “I blame our citizenry. I’m sorry to say, but I think we are totally worthy of that ‘Filthadelphia’ moniker,” he said in an interview.

    ‘So wide-open’

    Fairmount Park is considered a jewel of Philadelphia, with more than 2,000 acres split between the east and west sides of the Schuylkill. But its sprawling network of roads and remote areas also make it easy for dumpers to access undetected.

    “Fairmont Park is so wide-open, which is the beautiful thing about it,” said Natalie Walker, sustainability director for parks and recreation. “The challenge is keeping it beautiful while also preventing the kind of activity that degrades the park and takes away staff time.”

    Officials are asking the public to report any instances via the 311 system and to call 911 if they spot live dumping. They are also asking the public to share information that could identify dumpers if they feel safe doing so.

    The city has installed cameras in various park areas known for persistent dumping, Walker said.

    Violators face fines of up to $5,000 per illegally dumped item. Over the past three years, parks and recreation has issued $1.3 million in violations for illegal dumping on parkland.

    One strategy is to fortify park perimeters by blocking vehicle access without sacrificing the welcoming green space for pedestrians and cyclists, Walker said.

    For example, parks and recreation has installed three new gates near George’s Hill in West Fairmount Park, a dumping hot spot.

    The city has also organized cleanups and installed fencing, gates, and guardrails at other chronic dumping sites. They’ve installed bollards and boulders, as well as lock covers engineered to thwart bolt cutters.

    A $4 million fine?

    Parks and recreation is working with police to identify the dumper in Tuesday’s incident.

    That cleanup was triggered when park rangers and local partners spotted a stuck U-Haul truck abandoned next to several piles of tires. Officials determined the dump consisted of 8.4 tons of debris, translating to an estimated 800 tires.

    Although the U-Haul was reported stolen, investigators are looking into whether the driver got stuck and possibly falsely reported the theft to escape liability, Walker said.

    Walker said the dumper faces fines of up to $5,000 per item, amounting to about $4 million.

    Illegal dumping occurs when unscrupulous shops pay people to dispose of tires cheaply and avoid disposal costs of about $100 per ton, Walker said.

    The city routinely issues civil notices of violations, Walker said. She noted a 2023 incident when a repeat offender was fined $380,000 after being caught on camera dumping near Ormiston Mansion on Reservoir Drive.

    Walker said parks and recreation has a grant from the William Penn Foundation to implement part of its strategy. For example, park ambassador Dan Lidon conducts daily inspections, maps hot spots, and coordinates with community groups.

    Dumping beyond Fairmount

    Residents, community nonprofits, and parks groups say dumping is widespread in other parks, vacant lots, and remote areas.

    In 2024, an estimated 4,000 tires choked a wooded ravine off Newtown and Adams Avenues, a stretch of debris sprawling more than 100 feet through Tacony Creek Park. The city used its own workers as well as a chain of volunteers to remove them.

    And this year, The Inquirer reported on what’s possibly the city’s largest illegal dump off Pennway Street in Northeast Philadelphia, which spans more than a city block and spills down a treacherous slope that’s difficult to access.

    In July, a group of 75 Philadelphia residents representing neighborhood groups and nonprofits gathered at the Discovery Center in Fairmount Park to map, by hand, illegal legacy dumps throughout the city.

    The group is still compiling information and a map that will eventually be posted online.

    Yet despite these efforts, it hasn’t made much of a difference to Glatfelter’s eyes, at least.

    “I know the mayor says, ‘cleaner, greener’ …but I know the city is not clean. It’s just not,” he said.

    Climbing the Manayunk Wall*

    How hard can it be? A former pro and a complete novice take on the most iconic ascent in American cycling.

    This weekend sees the long-awaited return of the Philadelphia Cycling Classic after a decade-long absence. Riders will take to a 14-mile course that begins with a manageable and flat amble along the Schuylkill. That’s until they take a turn onto Levering Street and come face-to-face with the infamous Manayunk Wall.

    The Wall asks riders to climb 210 feet at an average incline of 8% to 9% with peaks of 17% grade. For comparison, Independence Hall is only 168 feet tall, and the Philadelphia Museum of Art steps have an average grade of approximately 12%, according to Strava data.

    Carlos Rogers, a member of Race Street Partners, which revived the race, and a former racer who competed in the 1994 edition of the Philadelphia Cycling Classic, said that climbing the Wall is no joke.

    “Once you make it around the bend [where Levering Street turns into Lyceum Avenue], where it gets super steep, that’s the hard part. Then, of course, over the top, there’s a bit of a false flat, so it really doesn’t end.”

    John Eustice, a former professional cyclist from Bucks County who will be announcing the race on 6abc, described climbing the Wall in the summer heat as “real steep, real hard, real crazy, real hot, real fast, real hard.”

    That sounds tough, but how hard can climbing the Wall really be? To find out, we put a complete novice up against Carlos.

    On a sunny 85-degree day, with a negligible wind speed of only 3.6 mph, we have close to perfect race conditions. So, let’s climb!

    Carlos reached the top in 3 minutes and 9 seconds, while Ariel took more than twice the time, getting to the summit in 7 minutes and 24 seconds.

    Both men’s and women’s records for the Wall, according to Strava data, were set during the last Classic, held in 2016, and unsurprisingly outpace Carlos and Ariel’s times. Italian racer Marco Canola scaled the Wall in 1 minute, 56 seconds, while the women’s record of 2 minutes and 19 seconds is held by Elisa Longo Borghini – who finished third overall at this year’s Tour de France Femmes.

    Both records are likely to be broken this weekend. Generally, professional cyclists have become faster and stronger since the last Philly Classic. For example, in 2016, the average speed of the Tour de France was 24.6 mph. This year’s edition had an average speed of 26.5 mph.

    They’ll have plenty of chances to break records, too. On Sunday, the pros will climb the Wall multiple times — the women four times and the men eight times. Carlos and Ariel, on the other hand, only had to endure the “real steep, real hard, real crazy” climb once.

    Strong storms are moving through the Philly region, bringing yet another round of flood warnings

    It’s been a while — about a week, actually — but fresh rounds of strong thunderstorms and flooding bedeviled the Philadelphia region yet again Thursday.

    South Jersey evidently was bearing the brunt of the ferocity during the afternoon, with 5-plus inches of rain reported in Gloucester County, where flooding closed portions of Route 130.

    A tornado warning had been posted in Salem County, but it was not yet known if one was sighted.

    During the late-day commute, a second round of heavy rain moved into northern Chester County and central Montgomery County, prompting flood warnings.

    “Multiple water rescues” were reported in Parkesburg, Chester County, the National Weather Service said, with water up to car windows. Flooding on Route 422 in East Conventry Township resulted in at least one vehicle accident.

    After a couple of uncharacteristically pleasant days, pulses of moisture have returned, and the National Weather Service was warning that as much as three to five inches of rain could fall in “isolated” areas into Thursday night.

    Strong storms rumbled through the area late in the morning and pounded South Jersey in the afternoon.

    Officially, 1.48 inches of rain was measured at Philadelphia International Airport, bringing the 2026 total to 28.84 inches, for 0.03 inches over the year-to-date normal.

    Heavy rains also set off flash flooding warnings in Delaware County and in portions of Bucks County.

    In addition, a severe thunderstorm watch was in effect for the entire region.

    The flood watch is in effect for the city and the seven neighboring counties from noon Thursday to 4 a.m. Friday, with rain-repelling high pressure moving offshore and a warm front migrating northward.

    Said Cody Snell, meteorologist with the national Weather Prediction Center in College Park, Md., “It’s a pretty typical pattern that we’ve seen before this summer.”

    Indeed.

    Computer model runs were suggesting that the atmosphere would not only be moist, but charged with energy, the weather service in Mount Holly said Wednesday afternoon.

    The federal Storm Prediction Center in Norman, Okla., listed a 15% chance of severe storms, those with wind gusts approaching 60 mph, along the I-95 corridor. At least it made no mention of possible tornadoes — yet.

    When might the storms hit the Philly region?

    The likeliest window for the main events would be between 2 and 8 p.m., said Bill Deger, senior meteorologist with AccuWeather Inc. said

    The sun is likely to appear after the morning rain shuts off, he said, and that would “help destabilize the atmosphere,” adding a kick to potential thunderstorms.

    He expected a midafternoon round, followed by an encore in the evening.

    What areas are likeliest to see flooding or severe storms?

    For severe weather, all of Southeastern Pennsylvania and New Jersey areas along the Delaware River are in the storm center’s highest risk zone, which extends from the Maryland-Virginia border to upstate New York.

    Along the Delaware River, Snell said, “there’s a little bit of signal for training thunderstorms.” Those are the kind to develop and not move, the kind that can wring out three to five inches.

    “The biggest threat is flash flooding,” said AccuWeather’s Deger, with the higher potential in Philly and areas west of the Delaware.

    He said the west-to-east moving storms may run out of steam by the time they get to Jersey.

    However, any rains are likely to cause trouble, he said.

    “Our ground can’t handle much more at this point,” said Deger, who lives in the Quakertown area and has seen the harvests of the downpours in his backyard.

    “I’m mowing every four days,” he said.

    A federal judge suggested actions by DA Larry Krasner’s office in a controversial case could amount to crimes

    A federal judge on Thursday said actions city prosecutors took in a controversial post-conviction case could ultimately amount to perjury, conspiracy, or obstruction of justice — a stunning suggestion that inserted the threat of potential criminal consequences into a matter that has already roiled District Attorney Larry Krasner’s office.

    U.S. District Judge Paul S. Diamond did not say whom he was referring to when he made that remark during an unusual hearing in his courtroom. But he raised the issue while an assistant district attorney was testifying about conversations she had with Krasner about the case, in which she said Krasner told her to “protect the office” and, by extension, violate her ethical obligations as a lawyer.

    “If what they say is true,” Diamond said, “potential wrongdoing abounds.”

    Diamond, as a judge, does not have the ability to file criminal charges himself. But his remarks from the bench were another new development in the case, which had already featured a host of explosive accusations about how prosecutors have behaved while determining whether a man’s murder conviction should be overturned.

    And it was not the only notable moment during Thursday’s hearing.

    During a full day of testimony, three prosecutors made a series of striking statements about the interoffice drama behind the case. And some of their assertions directly accused Krasner of questionable conduct.

    Assistant District Attorney Katherine Ernst said Krasner repeatedly told her and others to protect the office and avoid additional scrutiny from the courts. She and colleague Steven Wildberger also said Krasner threatened “consequences” — which they believed to be potential firings — for those who resisted his preferred method of handling it.

    Krasner also rejected their advice to ask the state attorney general’s office to take the lead on the matter, they said, because, according to Ernst, Krasner “hated” everyone in that office and said “everybody in that [office] is Nazis.”

    And all three prosecutors said Krasner and another supervisor, Matthew Stiegler, tried to persuade them to effectively find a way to protect Stiegler’s reputation at the expense of a prosecutor he supervised, Jaclyn Mason.

    As Ernst recalled it, Stiegler said he wanted to make it seem as if any mistakes in the case were “100% [Mason’s] fault and 0% his fault.”

    In Ernst’s view, the events demonstrated that Krasner cared “more about the reputation of the office than competently handling this case.”

    Wildberger said he was so disillusioned that he stepped down as a leader of the law division to move to a different unit because “I have lost faith in the administration of the Philadelphia District Attorney’s Office.”

    The testimony from Ernst, Wildberger, and their colleague David Napiorski served as an extended rebuke of the office where all three still work. Ernst at one point acknowledged that some of her relationships in the office have become “icy.”

    Ernst and Wildberger accused Krasner in court documents last month of some of the conduct they testified about Thursday.

    Krasner’s office responded by saying their filings were unauthorized and “ill-informed.” He also said that he had taken steps to alleviate their concerns with how the case was being handled, and that they were in no position to comment on behalf of his office.

    The prosecution at issue is the conviction of Dennis Johnson for second-degree murder. In 2009, a jury found Johnson guilty of fatally shooting Kenyatta Smith during a robbery outside a North Philadelphia convenience store two years earlier. He was sentenced to life in prison.

    Johnson appealed, in part because he said his trial attorney was ineffective. And in 2022, Mason filed court documents agreeing with one of his post-conviction petitions and saying Johnson’s conviction should be overturned.

    But this spring, Ernst and some of her colleagues reviewed the case and took the opposite view, saying they had discovered clear and important errors in Mason’s brief. They then took the unusual step of filing another brief to ask that Mason’s recommendation be withdrawn.

    In the days after that development, Mason resigned, a decision she later said was an attempt to protect herself from what she viewed as a plot to turn her into a scapegoat.

    Ernst and her colleagues denied that they were seeking to blame Mason. And in the weeks after Mason’s resignation, Ernst said, she and other supervisors got into an extended series of arguments with Krasner over how to handle the situation — which is what formed the basis of much of their testimony Thursday.

    Most of the disputes concerned whether the office should recuse itself from handling Johnson’s case at all. Ernst said she repeatedly tried to get Krasner to let the attorney general’s office take over the case because the internal discussions had veered into areas of self-interest rather than the merits of the case.

    Krasner consistently refused, she said. And Wildberger said Krasner once grew “apoplectic” when they attempted to memorialize their concerns in writing, because that would make their memos and emails potentially discoverable in future litigation.

    Wildberger said Krasner threatened “consequences” if they continued to resist his preferred method of proceeding, which was to hire an outside lawyer to handle the matter on the office’s behalf.

    But neither Wildberger nor Ernst saw that path as appropriate, and last month both signed on to a brief before Diamond saying they could no longer participate in the case because of their ongoing debates with Krasner.

    Diamond paused Thursday’s hearing in the middle of Napiorski’s testimony. He plans to continue the proceedings next week.

    He has not ordered Krasner to testify.

    Krasner said it would violate ethical rules to comment while the hearing remains ongoing.

    “As much as I would like to speak right now,” he said, “my comments will have to come at a later time.”

    2 Philly men charged in Chester County road-rage shooting

    Two Philadelphia men were charged with attempted murder for a shooting that occurred during an alleged road-rage incident in May, Chester County District Attorney Christopher L. de Barrena-Sarobe said Thursday.

    Sophay Yem, 35, and Intanon Chay, 36, who also were charged with terroristic threats and related offenses, surrendered to police, de Barrena-Sarobe said.

    Yem was being held in lieu of $500,000 cash bail, and Chay was being held on $350,000 cash bail. Both men did not post bail and remained in custody at the Chester County Prison, court records show.

    Thomas Kenny, Yem’s attorney, said he intended to “vigorously defend” his client against the charges.

    “I am fighting this case,” Kenny said.

    Patrick T. Doherty, Chay’s lawyer, said his client “denies any involvement in these crimes,” and looks forward to his day in court.

    On May 12, the victim, who was not identified, contacted Tredyffrin Township police to report that his vehicle had been shot in the driver’s side door, de Barrena-Sarobe said.

    The victim said he unintentionally cut off another driver on Route 202 near the Route 30 Bypass, and then the other driver followed him aggressively, attempting to force the victim’s vehicle off the road, de Barrena-Sarobe said.

    The passenger in the other vehicle allegedly threw objects onto the road toward the victim’s vehicle. When the victim exited onto Route 252, he heard glass shatter and later found a bullet hole in his door, de Barrena-Sarobe said.

    The driver was identified as Yem and the passenger was Chay, de Barrena-Sarobe said.

    “Just because someone cuts you off does not mean you get to shoot at them. This was absurd criminal conduct that put the lives of everyone on the road that day in danger,” de Barrena-Sarobe said in a statement.
